Bush is stalling until they hang Hussein. If Iraq completes its collapse into chaos before then, Hussein might escape. If Iraq completes its collapse into chaos after then, Bush will still feel that he avenged/outdid his father.

This may already have been obvious to everyone else. I just got it.

I think you're right, except he'll probably still stubbornly dig his heels in afterward, too. (sigh) It's amazing to think how different the world would be today if one Supreme Court justice had voted differently in 2000...
